Board Benchmarking, in partnership with the Australian Institute of Health Executives (AIHE) and Insync, is proud to release a joint position statement:

The CLEAR Framework: Strengthening Clinical Governance for Health, Aged, and Disability Care Boards (September 2025).

This paper sets out a shared vision for the future of clinical governance — one that moves beyond compliance toward strategic, evidence-informed oversight. It outlines how the CLEAR Framework empowers boards and clinical governance committees to lead with confidence, embed consumer voice, and ensure robust assurance of safety, quality, and workforce wellbeing.

The position statement explores:

  • The five domains of CLEAR — Committee Purpose, Leadership, Excellence, Assurance, and Respect for Consumer Voice.

  • How CLEAR bridges the gap between compliance and culture.

  • Pathways for implementation using a validated self-assessment tool to benchmark and improve committee effectiveness.

  • Alignment with national standards and legislation including the Aged Care Act 2024, NDIS Act, and NSQHS Standards.

By adopting the CLEAR Framework, boards can transform oversight into a measurable and strategic function that delivers confidence for boards, assurance for regulators, and dignity for the communities they serve.

This paper provides boards and executives with a roadmap to best practice clinical governance, helping organisations meet growing expectations with clarity and accountability.
